It means that only the members of a Confluence team can access diagrams, and only the diagrams that are shared with Confluence team. Let's see it in details.

Click on Members upper tab and press the Add Members button. Enter one or more e-mail addresses, separated by coma, and confirm this action with + Add members button.

2 - Assign members to the Confluence team (by username)

Click on Team upper tab and press the + Add members button of Confluence team, if it exist. If not, press on + Create a new team button.

Tape needed username in the search bar and confirm with + Add members button.

3 - Add Confluence team as Collaborator

Check if Confluence team is actually added as Collaborator to your model. If not, select the project, that needs to be shared with Confluence team, and press the + Add Collaborators button.

Than tape the team name or member username.
